Is it safe to apply makeup over a sunburn?

Yes, but be sure to moisturize your skin thoroughly. Try using a powder foundation that will not require as much touching of the skin, therefore minimizing irritation. Use a soft brush and a warmer shade that will neutralize and tone down some of the redness.
